Small Schools: Tackling the Drop-Out Crisis While Saving Taxpayer Dollars

This study by Think New Mexico found that small schools tend to have higher graduation rates and higher student achievement – especially for low-income students – as well as less violence, more per capita extracurricular opportunities and greater satisfaction among students, teachers, principals and parents.

Schools and urban sprawl

A 2009 study on children and urban sprawl released by the Vanier Institute on the Family is critical of school planning decisions that increase the distance between students and schools. “Neighbourhood schools where children can walk or bike independently offer many of the features children want in a high quality living environment,” writes author Juan Torrez of the University of Montreal’s Institute of Urbanism.

Local Governments and Schools: A Community-Oriented Approach.
(International City/County Management Association, Washington, DC , 2008)
Provides local government managers with an understanding of the connections between school facility planning and local government management issues, with particular attention to avoiding the creation of large schools remotely sited from the community they serve. It offers multiple strategies for local governments and schools to bring their respective planning efforts together to take a more community-oriented approach to schools and reach multiple community goals--educational, environmental, economic, social, and fiscal. Eight case studies illustrate how communities across the U.S. have already succeeded in collaborating to create more community-oriented schools. Includes 95 references and an extensive list of additional online resources. 40p.

"There is mounting evidence that the impersonal environment of the mega-school inhibits the basic function of the school; that is, giving kids the best education possible," says this article published by the National Association of Realtors.

People for Education - Ontario

Ontario's People for Education maintains web pages on school closures at http://www.peopleforeducation.com/schoolclosings

Of interest, the Ontario Ministry of Education has guidelines for school closures that demand school boards first follow a Social Evaluation Framework to assess the school's social and economic value to the community and to students, and to determine how the school fits into broader government objectives of community-building. This type of research within set guidelines has never been done in Saskatchewan, but it is something worth pushing for at both the local and provincial level. It is interesting that Ontario's provincial government has the good sense to lay out some rules to protect the rights of families and communities in the process, rather than simply washing their hands and looking away.
